   The Research Forum on Cuba (RFC), FOCAL’s Program on Cuba, was funded by the Ford Foundation. Although FOCAL received funds from the Canadian Government, the Cuba Program did not. Moreover, when the Ford Foundation ended its agreement with RFC the program was closed. Was Jacobson, or DFAIT, taking the credit for FOCAL’s Cuba Program? It would be outrageous.

   On a somewhat unrelated note Ian Delaney who still remains chairman of Sherritt International and is on the Helms Burton blacklist was appointed by Ontario Premier Dalton McGuinty to be chairperson of ORNGE which is Ontario government controlled air ambulance service. I wonder whether there will be any rebukes made by Washington to Ottawa for this appointment by Delaney to a more formal Canadian government position.
